Project e-Shishu was designed to achieve the three basic goals of SSA/DPEP. They are:
  • Access: By tracking the out of school children with their age and reason of being Out of school & bring them back into the mainstream education.
  • Retention: By tracking the In-school children and providing necessary inputs so that they continue to remain in the school.
  • Quality of Education: By tracking the achievement level of children and taking corrective measures for it’s enhancement
The project emerged to support SSA/DPEP in Odisha to achieve the above basic goals by:
  • List of children in the village remaining out-of-school
  • List of children in Tribal areas for getting access
  • List of In-school children receiving
    1. Mid day meal
    2. Uniforms
    3. Free Text Books
    4. Other Incentives
  • Student attendance rate
  • Teachers absenteeism
  • Reason wise list of Out of school children
  • Achievement level of each child
  • List of target group of children in village to be admitted into school
  • Identification of CWSN & Minority children .
  • Indicators like Dropout Rate, GER, NER & % of OOSC in different category.
  • Children getting the facility through EGS/AIE and other non-formal schools.
Project Components:
  • Child Tracking System (CTS) to track each individual child of age group 6 to 14 years by name, date of birth, sex, category, mother tongue, religion, type of disability if any, educational status for In-school children , status of Out of school Children & pre-school children in each individual village. Educational status of In-school children carries the name of the school, class, % of marks secured in last exam & attendance rate etc. Status of Out of school children carries the reason of being out of school, whether dropout or never enrulled and the present engagement of the child. Pre-school status carries the detail information of the child between 0-6 years with status of pre-schooling.
  • GIS school mapping project (SIS) maps all infrastructure available in each school along with latitude and longitude (GPS survey).
  • EPIS helps in managing the information regarding teachers and personnel invulved in the elementary education system.
All the above components are integrated and the outputs made web enabled to view all the three main stake hulders i.e. children, teacher and school on one platform along with the State, District, Block and GP abstracts. The detail of a school with infrastructure, children, teachers and photographs are made available on single web page and shared to the public for their information.

Objectives of Child Tracking System (CTS):
  • To track every child from 0 – 14 age group by name / DOB / educational / socio-economic status.
  • To track every In-school Child for providing the required inputs for retention.
  • To bring every Out of school Child back to school.
  • To prepare advance plan for pre-school children.
Steps of development:
Odisha Child Census – 2005:
  • Child Tracking System (CTS) was conceived by OPEPA and implemented jointly by Directorate of IT as a dynamic web based system to track children by their demographic, educational and physical status.
  • Tagging 52,000 revenue villages with the schools using unique EMIS Code.
  • 45,000 personnel were engaged in data cullection from around 78 lakh house hulds through door-to-door survey during Odisha Child Census-05 using a 26 point house huld form.
  • Invulvement of Teachers, AW workers, VEC members, Community members for the purpose of the field survey.
  • Creation of the database of 10.5 million children (0-14yrs) using Intelligent Character Recognition (ICR) technulogy.
  • Designing of CTS web based software for standardized reports available through http://state.opepa.in and used by the different interventions of OPEPA for implementation of SSA/DPEP activities related to school, Child & Teacher.
  • Support from IT Department of Odisha for data computerization and fulfillment of hardware/ software requirements.
  • Design and Implementation of the official website www.opepa.in and web hosting of the reports from CTS for the use of the citizen.
  • Provision of standard Child Code to each child to track them in subsequent years.
